A manifesto has been issued by the Chinese leader, Dt\ Sun Yatsen", appealing to all friendly nations to observo neutrality in regard to the royolutipn in China, and promising tho f'lll observance of all treaties with foreign powers. He declares that the object of the revolution. is to overthrow the corrupt Manchu regime.
