Received October 15, 5.5 p.m. CONSTANTINOPLE, Oct. 11, The Committee of Union and Progress have posted inflammatory placards in
Stamboul, calling the people to arms. The placard ends with the threat: "Let us bring Europe to' ruin rather than lose'an inch of territory."
