The "Daily Chronicle's" Vienna correspondent reports that negotiations are proceeding between. Germany and Britain with the view to finding a vivendi for reducing armaments. Germany took tho lead/ and approached Britain in the spring. Herr Yon Bethma nn Hollweg does not expect the Reichstag will increase the naval outlay.
