COMPULSORY ATTENDANCE,

EDUCATION BOARD'S REGULA-

TIONS,

Tho following first draft of suggested bye-laws for the administration of tho compulsory attendance clause of the Education Amendment Act, 1910, was submitted to tho Education Board by the Chief Inspector (Mr. Geo. D. Braik) on Wednesday evening, and acopy is to be sent to the Minister: — In pursuance of, .the powers conferred upon it by the Education Amendment Act, 1910, the Education Board of the district of Wanganui hereby makes the following bye-laws governing the attendance of young persons at technical and evening classes under its jurisdiction: . In every-school district m which, on tho application of the School Committee, and by the consent of the Minister, the Act becomes operative, every young person is required to_ have his name enrolled on the register of tho Technical School, and to attend the said school whenever it is open, in accordance with the conditions herein set out: Attendance Mandatory.—<l) Eveh-y young person between the ages, of fourteen and seventeen years of age,-hvrng in any district in which tho Act becomes operative, and whose place of residence, measured by the nearest road", is within two mites of the technical school, shall attend suchtechnical or continuation classes as are provided for them for not less than four hours in each week during which the school is open, beginning in each year on the first Monday in March, and ending on the last Friday in October. Exemptions. —(2) Provided that attendance'shall not be required of young persons in any one of' the following cases1 :— (a) That they are unable to attend by reason of bodily infirmity. (b) That they are specially exempted on the strength of a doctor's certificate. (c) That they are in attendance at a primary, secondary, or other, school approved by the Board. (d) That they have passed the senior free place, junior, or senior Civil Service examination, matriculation examination, or other public examination approved by the Board. * (c) That they are receiving such private tuition, or tuition by correspondence as may be approved by the Board. (f) That their absence is due to causes affecting the. livelihood of the family to which they belong. • (g) That they have received an exemption certificate under the hand of the dhfoctor or chairman of . the committee. Hours of Attendance.—(3) Boys shall attend on at least two separate evenings of each week from 7 or 7.30 to 9 or 9.30, as may be arranged,, and girls on at least two separate afternoons from 2.30 to 4.30 or 3, to. 5.., A young person may be deemed to be in attendance at a class if he is present at the time prescribed for the marking of the attendance register, and .remains present until the closing of the class. Registration.—(4) The committee shall keep a register of young persons between the ages -of 14 and 17 in its district. The name of every pupil shall bo registered in the admission register of the school, and there shall bo procured -v in his behalf from his last teacher a statement detailing the nature of his conduct, progress and aptitudes; and if his" conduct and progress at tho technical school' bo satisfactory his name .shall bt« put on the register of the employment bureau of his school, and overy effort will bo made by the hX'hool ■authorities to procure his advancement in his chosen walk of life. Certificates. —(5) Certificates of competency will bo awarded .to. all pupils who complete to the satisfaction r>f the Board a term of not less than. two years at tho school, and "to the most meritorious pupils prized and scholarships may be awarded. Course of Instruction. —(6) The couiau of instruction shall in every cmsc be as far as possible adapted to the needs of the pupil and shall be determined by tho director after consultation with I the pupil or with the pupil and his parent or guardian. Special Trade Classes.—-(7) Employers may arrange with the committee for the formation of special trade classes, to be held at such hours as may ue convenient, and they shall have a determining voice as to the nature of the instruction to bo given. Such classes will count towards the necessary attendance. Auxiliary Classes. —(8) Auxiliary classes may be held in connection with such subjects as vocal musio, fancy noodlework, elocution, modern languages, hygiene and ambulance work. Material for Study.—(9) All books, writing material and apparatus for study will be supplied by the Board, but pupils will be required to show due care in handling such books, material and apparatus. School Rules.—(lo) Pupils must obey the rules of the school as set out in the admission card. They are required j to present themselves in a clean and : tidy condition, to respect school property, to bo well-behaved on their way to and from school, to be respectful to | their teachers, and to comply with such | othor conditions as may be imposed for tho maintaining of discipline. A re- j port will bo sent at the end of each ' month to the parent or guardian of each pupil indicating progress and-con- | duct. . I

Privileges of Pupils.—(ll) Pupils shall be allowed at stated hours the use of the playing grounds, the school bath, tho library and reading rooms, and all other advantages and privileges attaching to attendance at tho school.

Administration of Bye-laws delegated to Technical School Committees. —(12) It shall be tho duty of tho committee to appoint a sub-committee, which shall bo called the attendance committee, comprising not more than five members, who shall perform the executive work of the committee, and who, in matters appertaining to attendance, shall report to tho committee at the usual meetings. Parents and employers shall send to the Board on or before February Ist in each year tho names and ages of young persons in their employ who come within the scope of the compulsory attendance clauses. The committee may, with the advice of the director, recommend to the Board the appointment of instructors, courses or instruction, and also•• make such other recommendations as may tend to enhance tho well-being and' usefulness of the school.

Cases of Dispute.—(l 3) In cases in which tho pupils' parents or guardians dispute tho ruling of the committee, anpeal shall bo made to the Board, whoso decision shall be final.

Board May Make or Revoke Byelaws. —(14) By and with the consent of the Minister the Board may make or revoke by-laws as occasion may require. Provision of tho Act. —(15) To bo here stated.
