During the reciprocity debate in the Senate, Senator Nelson accused President Taft of usurping the treaty-mak-ing powei-s of Congress, and of also having infringed the Constitution's spirit. Recipro ity, in orcer to pass, he claimedj ought to receive a twothirds majority of the Senate, instead of the ordinary majority vote. Tho Canadians had followed Mr. Taft regarding the presidential treaty-making powers/also with respect to free-listing Canadian agricultural implements.

The Bill passed its second reading and the. debate will be resumed on Monday.
