" At the annual meeting in connection with the Technical School on Friday evening, Mr. Varnoy read the- following extract from the Education Amendment Act, 1910.— (1) On the application of the School i Committee, the Education Board may, with tho concurrence of the Minister, make regulations requiring the attendance at continuation classes or technical classas of young persons within .the j school district who are not otherwise receiving a suitable education, or wao are not' specially exempted by the vegulations : Provided that no young person shall be. required to .attend a continuation class or technical class if.it is held boyord two miles (measuredl along the neaiest no.id) from the residence of such young person, or to attend such classes for more than five hours in any one week, or for moro than one< hundred and fifty hours in any year. (2) If any person knowingly employs a young person at any time (other than tlio ordinary hours of employment) w) en his attendance is by any such •legulation required at a continuation class or technical class, he shall be liable to a fine mot exceeding" two pounds and not less than live shillings, or in the eases of n second subsequent offence, whether relating to the same or another I young person, not exoeeding five pounds. (3) If any parent of a young perso« jby wilful default or by habitually neglecting' to exercise ciue care has «.•»?•- ducted to the commission of an offence under the last preceding subsection, or otherwise to failure* on the part of a ( young to attend a class or. classes '■a.s., reuifml.t by.^sitcb. regulations; he shall'be liable to tlto 4ikes penalties' as aforesaid. i (4) All proceedings under the. two last preceding subsections may be had and taken m the manner and by the persons •prescribed in. sections on© Txuindred and "fifty-four, one Hundred and fifty-fivty and one hundred and fifty-six of the principal Act. -ms\ For tlie }nirl>oses of this section— '• I ©clinical olass" means a class for technical instruction. "Young per.:on" means a boy or girl over the age of f ourifccein yearn but not over th© age of seventeen years. "Ordinary hours of employment" means for any young person, either— * (a) In the case in whioh the orcJfnnr^ Lours of employment are prescribed fr'r such young person by any Act or award or industrial agreement, the hours so prescribed; or, (b) In the "case in which the hours are not so i>resaribed, the ordinary iu.vrs of employment usual in the district, in the trade or calling in whicli such young person is employed, exclusive or. overtime. After considerable discussion it was resolved ''That a joint conference of School Committee representatives from within the district be ,-nsked to take the question into consideration prior to the householders' meeting. And! that the above lie referred to the chairman of the School Committees' Association."
