Washington officials are surprised that the right of America to erect fortifications on the Panama Canal should have been raised. It is declared that tlioi Hay-Pauneeforte treaty of 1901 conferred the right to fortify. Therefore it is claimed that America's guaranteo to neutralise the Canal referred to belligerents, not enemies. Washington believes that this view is confirmed by the "Lansdowne memorandum dated August 31st, 1901.
