"The Times," dealing- .with the Kitchener debate in the Lords, upholds the present system, although it is far from ideal, adding that'the .old system caused great friction. Our real' safeguard must he in the moderation and good sense of the statesmanship cf the Viceroy and the Commander-in-Chiel, and in their loyal and harmonious cooperation.
