KIWITEA COUNTY COUNCIL.

j The ordinary meeting of the Kiwitea County Council was held on Saturday. 'Present: Crs.F. F. Hockly (chairman), Guthrie, Grice, Morton, Fowler, Bruce, Short, McNeil, and Mclntyre. ; A transfer of section 2, Kimbolton, was granted from S. Hight to J. Powell. i The Chairman pointed out that the reports before them from the Health Officer was the first they had received. Some time ago the Council objected to pay £15 for the officers' services until some report of the work done was received. Dr. Frengley had. afterwards stated that in future he would see that they were kept in touch with^he local officer. . .

I The question of the rubbish depot was hung up, because the Lands Department had refused to give the only suitable site. for the purpose. * • ■ . ■ ! With reference to the Pohangina County Council's letter about the Marton Block bridge payment, the Chairman stated that that Council had £200 in hand for the work, but evidently , they were waiting until they had the whole amount in hand before remitting. On the question of rates oh small grazing runs, the Chairman, said it was a matter which affected the country very much, as a number of small grazing runs were its boundary. Some t time ago representations were made to the Government in regard to having the laws land conditions for paying-the rates altered, but nothing had yet been done. He thought it would be to ask the member for the district to support any proposal such as that set out. The Chairman suggested that payment for bridges such as London's Ford bridge should in future be made out of the general fund instead v of by special loan. By doing that there would be a great saving in the cost of raising the Joan, which amounted to nearly one- , fourth of the total, and an adjustment of the general rate could be made to enable theitn to manage it. Cr. Morton was not sure it would be wise to pay the capital cost out of general rates

Or. McNeil said that 42 years' loans would be'easier than payirigf for the works out of rates. . •

Cr. Bruce did not think every riding should be made to pay equally towards the capital, cost of works that did not benefit them directly.

I The Chairman pointed out that m a special rate over the whole country each riding paid equally. He thoueht ilio whole question worthy of consideration before the end of the year. . Cr. Giithrie thought the proposal would be good finance. ,

In connection with the case of scarlet fever reported - from Kimbolton, -the County Clerk stated he-had communicated with the Health Officer, Mr WiLson,' at Marton, and-asked him if he had given orders to isolate the patient. Mi" Wilson had replied in the negative, and the Clerk then instructed the doctor to visit the patient, and he had reported that it was an undoubted case of scarlet fever. Information to this effect was then given to the Health Office, but nothing ]■ had been done to isolate the patient, and other children in the family were mingling with the residents as well as the patient herself. , The Chairman pointed out that the matter was a very serious one* The fact that the Health Officer lived so far away was no reason why the danger should be ignored. He otight to visit Kimbolton to inspect, and see that the necessary precautions were taken. The Council should strongly, protest against this neglect of duty. He moved a motion to that effect, which was carried.

Mr John Graham, solicitor, of Feikling, was appointed the county solicitor.

RESOLUTIONS

Tho following motions were carried:— That Mr August. Gerke be informed that the Council does not undertake to make approaches to any section. That Mr Meads be inform ed that fencing of the Mangawharariki road is under'consideration.

That the Council take no action in regard to the slaughter-house at Waituna unless it becomes a public nuiance.

That the Council is willing to grant Mr J. R. Johnston's request to erect a fence, subject to the Engineer's .approval.

That Mr Sheffield be granted permission to erect a fence at Waituna, as requested, subject to the Engineer's approval.

That Mr Beadnall be informed that the Council is willing to renew the lease of the pound site for one year.
