PARIS, May 10. Vilko, a Russian Terrorist, locked Colonel yon Kotten, chief of the Moscow police, in a room in a Paris hotelund emptied his revolve;* in yon Kotten's face. Vilko, who was arrested, is-.ates that yon Kotten offered him a position in the secret police or the alternative of Siberia. He became a spy after eighteen months in Siberia and finally arranged a sham plot to secure revenge on yon Kotten.
