London, March 5. An important debate in tho House ox Lords 011 the Indian Councils Bill resulted iii the rejection, by 59 votes to 18, of clause 3 empawering th-a Gover-teiianV-Govcrnbr. This was done despita Council.m any province under a Lieut-tennnt-General. This was done despite Viscount Moiley's appeal owing to the urgency of tho measure. Lords Curzoiij Lansdowne, and MaeDonnell opposed Viscount Morley's schsme, though they were sympathetic towards ths difficulties of the situation. Lord Northcoto said the Bills would take pcv>er from the British, representing a hundred million agriculturists, f»nd give control of the councils to mid•dlo class politicians, representing inf.igniticant minorities.
