_ Joseph Stcddart and Frederick Catling wore charged with conspiring to obtain money by offering prizes in certain circulars cabled the "Football Record" and the '"'Football Sport." Th^ evidence showed that Stoddart netted nearly £200,000. He was sentenced to 18 months'. Catling was found not guilty of false pretences, and with regard to the conspiracy charge the jury disagreed. He was released on his own recogn'sances, .
OTTAWA, February 26. The "Toronto Globe," a Ministerial organ, referring to the proposed Department of External Affairs, and replying to those who are impatient for independence, admits that Canada's evolution is in that direction, but acid > fhat on the whole it is better it should bo so slow as to attract little attention and cause no irritatian.
