(Per Press Association*) PALMERSTON N., September 7. At the Police Court this morning, Mr E, D. Hoben, editor of the "Manawatu Times," was fined 56s and costs for a breach of the Lotteries and Gaming Act by publishing statements in connection with the last Wellington races that Sir Frisco should be much fancied in the Parliamentary Handicap, and that Dawn and Seaman should also be handy when the winning post is reached. Magistrate Thomson held this to be in ■ contravention of the prohibition against publishing tips. This is the first casa of the kind in the Dominion. *
