LONDON, Sept. 4. The "Times,1' in a leading article, welcoming Kabo's appointment remarks that Japan's programme of retrenchment and the postponed Exhibition, and clear indication of her determination to develop the country's economic strength should allay to the extent of 50 per cent, the tremors of imaginative persons regarding Japan's supposed bellicose aspirations.
