The "Times' " Johannesburg correspondent says that Botha's onslaught on Lord Milner is attributed to a desire to afford justification to the people in refusing to pay foiv animals alleged to have been sold- at an excessive pries during the work of repatriation and to the Transvaal Government in refraining from exacting 'payment.
The effect of the speech has been to largely destroy' the ; possibility of the confidence of the Opposition party in the Government's professions of a desire for conciliation:
