BOROUGH COUNCIL.

Battle, it. W. Green, |T. B. Williams, G. Caiman, and P. | Bell. I MINUTES—Tho minutes of tho previous meeting were- read and confirmed. TRAMWAYS.—Tho Tramways Committee reported having met to consider detail matters to bo embodied in tlio application for the Order-in-Council &\itJiorisiLng tlho construction of the tiiamwvay. Tlio committee recommended as follows:—Rate of Speed.: The maximum rate- of speed at which cars may travel shall 'bo 20 miles par hour, provided that in rounding sail angles where there is a- npaco less than 9 feet 6 inches between the lino of kerbing and t'Jie nearest tram i<ails the fjp^ech shall not ex ooed 5 miles an bmrr. Scale of Tolls ■and Charges: Route A, from Churton at'.reet, via Taupo Quay and Avenue, to Glasgow street, 108 chains; from Avenue, v'a Glasgow street, to Lowther street, 73 chains; from Lowther street. via River Bank, to terminus 11 chain.-. Route B: All - distance in either direction on any of the three sections on tlio line, viz., from Churton street, via Quay, Avenue, Guyton, Campbell, and Ingestro and Bell streets to Dublin street, 102 chains; from Bell street, via Dublin street and River Bank, to Lowthor street, 70 chains; from Lowthea' street "to terminus, 41 chains. Route C: Any distance in either direction. From Racecourse terminus to Churton street, via Purnell and Guyton streets, Avenue, and Quay, 92 chains; from Racecoinree terminus to Glasgow street, via Purnell and Guyton (streets and Avenue, 95 cliain-si, from Raceooui-.se terminus to Dublin street, viia Purne-I'l, Guyton, Campbell, Ingest re, and Bell streets, 90 chains. Tho maximum fairo to bo 2d. per section. Merchandise to be carried at a rato not exceeding ss. i)er ton per mile. J AH other matters as t'et out in the first sehedulo of tho order to be adopted. Service: That the daily service shall commence not Jiater than 8 a.m. and j end not earlier than 8 p.m. Also tha:, j a car shall bo despatched from each j terminua at least every 30 minutes. In respect to this latter clause, the Raceoouroo shall not be regarded ac a terminus. Routes^ outside tho Borough: That tho Council make formal applica-t-on to tlie Waitotar'a County Council for theia- permission to construct the tramway beyond the borough boundary to the railway bridge. P.-ians and specifications': That the Council approve of the plans and tepecificatiojis prepared by the engineer, and that the general conditions of contract and specifications for the construction of tho permanent way, as amended by the solicitor, bo adopted. Order-in-Couneil: That tho Borough solicitor 'be instructed to prepare the application, for the Order-in-Council, and the notice of ths Council's intention to apply for such 'order ._ —Tlio Mayor, in moving the adoption of the report, (said it was a sufficient answer to the complaints that no progress wara being made in connection with tho tramway^; scheme. He romiarkei that the outside public did not reeogniso that there was much formal work to bo done, and which could not be done more quickly than it had 'been done.—Tho motion w ( as uien carried.

BATHS.—Tiie Baths Committee recommended that tho Queen's Park School bo given tho use of the Public Baths on days mentioned in Mi" Payne's letter, tho chairge to bo £10—The Mayor moved tho adoption of the report—Cr. Cohen moved ara an amendment that the uso of the Batlis bo granted free. The- tcr.chers of the Quean's Park School were doing a work which the municipality shouia undertake, ami ho thought tho Council should grant the uso of the Baths free. —Other councillors, while sympathising with Cr. Cohens proposal, expressed tho opinion that frc'o u.se of the Bath? could not bo given till the whole of the children of" tho town could bo allowed .0 uso the Bat.us free. At the samo time ii. wiars pointed out that Mr. Payne's request \vals uemg granted by t.ho committee.—Cr. Cohen withdrew his amendment and tlio motion war? carried.

MOWER.—The Borough Gardener wroto recommending tho Council to purchasa a motor lawn mower for use on tho various [reserves. Ho submitted that a motor would prove less expensive than a horse-drawn mower.Referred to tho Rceervca Committee.

BATHS—The .secretary cf the Christ Church Young Men's Club wrote stating that it had decided to form a (swimming club in connection with his club. Ho asked that the Council grant tho samo privileged in connection with the Public Baths r.G were extended to the Warigjanui Swimming Club. He also asked for tbe use of "tho Baths on Boxing Night.—Referred to the "Baths Committee.

VAEDS.—Messrs. Freeman. R. Jackson and Co. wrote stating that us they intended to erect yards for convenience in loading and unloading stock on the Ga«tlec\iff Railway Company's lino abutting^ their sale yard?, they wished to obtain tho uso of a small strip of land about 30 or 40 feet long by about 10 feot deep, adjoining the railway lm<:, and at present -in the occupation of tho G,aa Manager.—Referred to the Reserves Committee.

DROVING—Mcbus. F. R. Jnekson and Co. and Nixon. Baddeley, and Forlong wrote pointing out that they were nt prevent labouring under a disadvantage and caused much expense by the by-law limiting the hours for driving cattle over tho bridge and -along Taupo Quay. They asked tho Council to alter the times to, say, 10 a.m. to 8 p.m. on sale days.—Reformed to the Works Committee.

LEASE.—Mr. George Ball wrote stating that owing to the state of t'ho lioict and fence on Block No. 4, Town Belt (until recently It: awed by him), he could not renew the lease on t'Jie tsarae conditions aii before. He woufcl like to leaso the section at a reasonable rent.—lteferred to the Reserves Committee.

S UPERANNI'ATION.—A circular wav received, from the Municipal Association of New Zealand with reference to tilio proposed superannuation scheme for corporation employees. It- was resolved that tho Council pay its share (165.) •of the- cost of making an actuarial investigation as suggested in the circular.

WATER SUPPLY.—Mr. F. Webb Jones, on behalf of a number, of Gonvil'e residents, wrota asking t.hn CounKsil on what terms it would supply Gon■villo with la water service. He pointed out that mains had been laid to the Borough boundary read, near the Hospital, r<;o that tho cost of continuing the wervk'e sliould -not be great. Ho a,sk<xl to bo supplied with' the ires-pective e.stimiatesi of the co-it—(l) if the connectioi?K and mains are put down by tho .Borough, and (2) of tho cost per gallon if the district undertakes all ex-pe-ndituro in mains, etc., in which cas-a Al'ima road would be included. BiLLIARD ROOM.—Mr. John Darby wrote applying for -a billiard room license for preinifio^'in Abbott's buiklings, opposite* tho U.F.C.A.—Application granted.

Every time tho water gets into this condition somebody has to pay for two or throe thousand gallons run into tho sink before it is decently fit for use."—The Foreman of Works explained that Mr. Burnct obtained his water .supply from a "dead end," and that on tho day in question repairs were being effected to the main. Had Mi. Btirnet spoken jtp him (the Foreman), the meter would have been "blown out."—lt was resolved to reply that tho water referred to was the 'result of exceptional circumstances, and that in futuiro. every effort would be made to obviate tho trouble.

DEED.—Tho District Engineer of Railways wroto forwarding deCd and counterpart of Borough Council's right to lay gas mains under the railway, on Taupo Quay.—Referred to the Work-? Committee

WATER COMMITTEE—The Water Committed reported as follows:—Ro application from Girlo' College Board of Governors for permission to make a connection off tlio service that at present; supplies the swimming baths in order to utso Avater for kitchen garden purposes, we recommend that tho permission asked for be given, and that water bo supplied 0:11. the same, terms as for the Baths. Ro application from the School Committee for remission of account for water used for gairden purposes |at Queen's Park School, we recommend that one-half of the accoifht bo remitted, reducing tho account to £1 ss. 6d.—Adopted. WORKS COMMITTEE.—The Works Committee 'reported as foMows:—Steam Motor Waggon—Tlio committee recommend that the Council take no action at present in this matter.—Sniithfield Street: We recommend that the Waitotana County Council be asked whether they desire to have the boundary road loading to Smithfield street formed and metalled, as 'requested by the petitioners.—Girl©' High School Dramago Account: The School Committee made application to have the sum of £2 ss. 6d. remitted, the cost of altering a drain to carry off surface water The committee aire of opinion that the application should not be granted, and would point out that a quantity of the materials used were supplied at a con siderably reduced rate, also that 20 yards of clay were supplied, ciairted, and levelled free of cosfc in connection, with this work.—Leasa of Kaikopupu gravel pit: This ipit being no longer (required by tho Council, tho committee recommend that the lie canary steps be taken to termimate this lease as soon as posed ble.—Adopted. FINANCE.—TIie Flhianco Committee recommended the payment of the following accounts :—District fund (general), £248 2.3. sd. ; district fund (gas department), £1140 4s. lOd. ; special Jioan of £11,500, £93 17s. 9d.; gas works loan No. 2, £66 2s. 3d. The committee recommended that the Mv'iyor'a action in accepting the offer of the OcJoan Accident Company of Wanganui fotr accident business, and that of the Standard Company of Wellington for fidelity guarantee, bo endorsed.
