Councillor Brinsiey seriously told a -shocking sfcory of the methods of a jthunicipal collector of the dog tax in JDunedm (says the "Otago Daily 'Times")- This shrewd officer takes sround two fighting dogs, and sets them •at each other's throats in various suitable places. Then all the dogs in the neighbourhood crowd round, and defaulting owners are discovered. Such ■erelty to the fighting dogs is dreadful -enough, but how much greater and more barbarous the cruelty to the unduspecrting citizens who dislike the dog ifcax!'
