Received DeoQEfber 1, 9.11 a.m. ST. PETERSBURG, November 30. M. Linder, the reactionary State Secretary of Finland, has resigned. There is great rejoicing at his resignation. It is stated in Moscow that Count d© Witt«'s peaceful efforts for a solution hay© 'been nullified by independent action from Tsarko© Sclo. There are practically two one centred in the Czar and th© other in Count de Witt©.

The sailors of the Baltic and Black Sea fleets demand (improvement in their food, clothing, and pay, 'better -treatment by officers, amnesty for political and religious offences, and permission to hold meetings. The " Nivcsti " cays that at a Council of Ministers it was decided to refuse the Zemstvos' demands.
There ar© persistent rumours ' that Count de Witt© is about to resign, owing to the increasing influence of the Court reactionaries.
