WANGANUI COUNTY COUNCIL.

The., usual monthly meeting of the Wanganui County Council was held yesterday, thero being present Mr. R. Neilson (in tho chair1), and Crs. A. Higgie, J. 11. Sommerville, J. E. Wilson, A. Mason, N. Garner, and T. HigMINUTES.—Tho minuter- of the previous meat in r; were read and confirmed.

ACCOUNTS. —Accounts amounting tc £ol 19.5. lid. wero passed for payment.

PUBLIC LIBRARY.—ThJ Director* of tho Public Library wrote asking the Council to grant tho usual subsidy of £10.—Tho Chairman moved that thr» leanest should bo granted.—Cr. "Wilson -•ec'onded tho motion. —On being put, •ho motion was lost, Crs. A. and T. iigejie, Somerville, and Garner voting gainst it. Tho opponents contended chat country people did not benefit by tho Library, and thought the townspeople should maintain it. Cr. Soiiimwvillo felt confident that int five per Cfjiit, of thoso who used tho Library wero country people. TAR.—A communication re. tho supply of tar w^ received from the manager of tho Municipal Gas Works.— Received.

BRIDGE.—A communication wan roctived from Messrs. Parley, of Glasgow, giving; particulars of terms upon which bridjren and bridge timber would be suDpiied. POUND.—It vvas resolved that the Dur'o Creek pound be closed in the meantime, and that v, new pound be erected. Crs. Wilson and T. Higgie wero appointed a committee to submit estimate of cost, and report on tho best site.—lt waT understood .that the four lower Road Boards should bear the cost.

OKOIA-MATARAW4 ROAD—Mr. Silcoek waited on tho Council and asked that the Okoia-Matarawa road be put into proper order before it was handed over to a Road Board.—Cr. Sommerviilo expressed the opinion that tho only thing that could be done would bo to raise a new loan and have the read gravelled.—The Chairman said'the Council war; waiting for the receipt of tho additional 10 per cent, from the Government, when something might bo done.—Cr. Sommerville suggested that tho settlers in tho locality might form p. "bee," by which means a considerable amount of work could be done. Mr. Silcoek said ho was quite agreeable to pay an extra rate, but he doubted whether others who would not receive a direct benefit from the work would agree to a rate.—Cr Sommerviilo expressed the opinion that the settler.i should meet together and discuss tho question.—lt was resolved that the* P.urna Road Board be again asked whether it will take over the MatarawaOkoiri road or not.

FEU.—Mr. Mannington was granted £5 foi* supervising tho erection of tho Heao bridge. IRRECOVERABLE RATES—It was resolved that all irrecoverable rates be written off. It? was explained that these rates, amounting to about £38, consisted chiefly of small rates of 7d., lid., and similar sums, due by people in the Waimarino district. .

BOUNDARIES—It was resolved that tha Upper Wangaehn Road- Board be asKed if it is agreeable to the adjustment of tho boundaries of the northern portion of tho Upper Wangaehu Road District, and that a copy of tho Rangitikei County Council's letter be sent to tho Uppe<- Wangaehu Road Board. DELEGATE.—Tho Chairman was appointed to represent the Council at the conference called by tho Wanganui Education Board for tho purpose of considering the formation of gardening and nature study classes.

j ROLL.—Tho Chairman said that Mr Higgie, at,., the last meeting,- reported that Mr. Barnard Brown. had been re-fi-'sed the Tight to voto at the recent \eigction. Ho' "(tho chairman) had ex**aininec! tho roll and found that Mr. Brown's name was on it. Mr. Brown's complaint, therefore, was between himself and tho returning officer, wot with tho clerk.' /

UPOKONGARO FERRY.—It was resolved that tenders be invited for the IJpokongaro ferry, and that the Chairmarr and Cr. Wilson be appointed a committee to open tho tenders. Cr. Mr;son way appointed to re-erect at tho ferry r. board with scale of charges.
