BOROUGH COUNCIL

Tho usual fortnightly meeting of the Borough Council was held last evening PRESENT.—His Worship the Mayor (Mr. A. G. Bignell), and Crs. R. W. Green, T. H. Battle,, H. T. Johns, H. Purser, and L. Cohen. Leavo of absence was granted to Crs. Bell, Liffiton and Caiman. DECLARATION.—Cr. Cohen was welcomed to the table, and made the statutory declaration. MINUTES.—The minutes of tho previom meeting were read and confirmed. WORKS COMMITTEE.—The Works Committee submitted the following report:—Wo had under consideration Mr. Beasley's letter re payment of salaries of two warders in charge of the prison gang working on Cook's Gardens, instead of ono warder as formerly. We recommend that Mr. Beasley be notified that after tho end of October the Council cannot see its way to pay for more than ono warder. With regard to an application from Mr. J. C. Marter for permission to have a stand for fruitstall near the Town Bridge, we recommend that the application be not granted.—Adopted. SANITATION COMMITTEE. — The Sanitation Committee submitted the following report:—Your committee met on tho 4th instant, when there were present: The Mayor and Crs. Bell, Green, and Purser. Wo considered a report from tho Health Officer, in which he suggested 'that the Council undertake tho collection of house refuse, also a letter from Mr. F. Atkins, asking the Council's assistance to enable him to collect from persons refusing to pay fees for tho removal of nightsoil. The commit tea recommend as follows:—1. That the present nightsoil and rubbish contractor be given the requisite notice, viz., 30 days, to terminate the existing contract, and that tenders be called for tho rem&val of nightsoil to the new depot, the contractor to supply labour, horses and harness; the contractor to be paid by the Council, and that tho fees for removal be paid by the householder to the Council. 2. That tho Council let, by contract the removal of house refuse, and that a receptacle of an approved pattern be provided by the Council, the cost of such receptacle as well as the fees for removal of refuse be paid by the householder to the Council.—Adopted.

WATER WORKS COMMITTEE.—■ The Water Works Committee submitted tho following report:—We considered an application from Messrs. Hatherly and Johnson for remission of the charge of 10s. for cutting off and reconnecting water at their premises in Wicksteed Place. We consider that under the circumstances the officer was justified in making the charge, and we cannot recemmend tha Council to remit the. same.—Adopted.

OPERA HOUSE.—It was resolved not to accede to the request of the Salvation Army for a reduction in the Opera Hoaso charge to the Biorama Company on the occasion of their next visit, which is to bo in aid of the Army's social work. ELECTION.—The Returning Officer wrote- informing tho Council that Mr. L Cohen had been elected a member of the Council.

ROYAL HUMANE SOCIETY.—A communication was received from the Royal Humane Society asking the MSyor to publicly present to Vincent Beasley and John Langridge silver medals awarded by tho Society.—Resolved, that tho presentation be made at the next meeting of the Council.

TOWN BRIDGE.—A communication Aral received from the Public Works Department stating that a sum would b{.v^et f asido for the' Town Bridge nhe/v -the Estimates were being'framed,—Resolved, that Mr. Willis bo asked to nso his best endeavours to have a substantial sum placed on tho Estimates for tho purpose. MOTOR LICENSE—Mr. Thomas Atkins wrote stating that he purposed running -a motor,car in connection with hi? livery stable business, iamd applying for a license.—After, discussion, it was resolved to grant a license on payment of the feo prescribed by the bye-laws. It was intimated that before Mr. Atkins would bo allowed to drive the motor he must obtain a driver's license.

BILLIARD - ROOM LICENSE.— Transfer of billiard-room license from J. Burke to A. McLean was granted.

AUDIT.—A communication from the Audit Department referring to the Council's balance-sheet was referred to tho Finance Committee.

BATHS.—Mr. H. M. Payne wrote with reference to the use of the Baths by the pupils of the Queen's Park School.—Referred to the Baths Committee:
