REJOICINGS OVER PEACE
IN LINIEVITCH'S ARMY AND VLADIVOSTOCK.
STATEMENT BY THE CZAR

There are rejoicings at the prospect of peace throughout General Linievitch's army, and also at Vladivostock.
The Czar, in a message to General Linievitch, recapitulates the statement that the Japanese demands wei-e refused, adding that Japan., agreed to all Russia's conditiojasj sbut, asked for the former portion of !Saghalien* : After, praising his army, 'which he is cbnvin«- J ec! would have been' able to inflict a serious defeat, iha:declare3 that it is his duty to his own conscience and his people not to again put his army's valour to the'test arid thi© expense of fresh and endless horors of war in order to retain one-half *of a Remote island/ ;He therefore accis^ted the preliminary, conditi^ns^ofe^peace!
