Received July 14, 7.25 a.m. LONDON, July 13. Count Muravieff was recently criticised for a remarkable outburst at the Hague Arbitration Tribunal when the Venezuelan decision was announced. It is now hinted at Oyster Bay, the popular New York watering place, that the executive is aware that he is not in the best of health, and his not attending tho peace conference is therefore not surprising.
