Russia Refuses to Discuss an Indemnity.

The newspaper "Slavo" states that the Russian plenipotentiaries are empowered to discuss the cession of territory, but may in no wise consider the question >oi an indemnity. J LONDON, July 12. The Russians discovered a band of Chunchuses and 300 Japanese south of Mingata. Received July 13, 10.53 p.m. LONDON, July 13. Count Muravieff, ostensibly on the grounds of health, does not proceed to Washington. French advices from-St. Petersburg state that his proposed instructions were vague, and did not allow him liberty to use his discretion or to discuss the dismantlement of Vladivostock, while he is also restricted in other directions.
