The Duke of Argyle presided over ten thousand people at the Tariff Reform League meeting in-Albert Hall. 20,----000 were refused admission.
Mr. Chamberlain said that if any Continental Power offered to reciprocate, treating Britain on the same terms as the,colonies would offer, no freo importer would hesitate to weloome it. What was pernicious was the influence that filled the Opposition with prudish compunction, making them even afraid of a friendly conference with the colonies. "The League," continued Mr. Chamberlain, "is determined to carry the inquiry into action. We are a fighting force with a definite constructive policy. Let none join us who do not agree with the whole. When victory comes, we are determined it shall bo complete and final. By retaliation, the League meant an effective engine to force fair trade upon the nations. Failing that, we take over our independent position. We need a big reloaded with general tariff, which can bo converted into penal tariff at a moment's notice when we are obliged to meet men armed at all points. Ours is a perfectly innocent weapon if others grant reciprocity." '
