WELLINGTON, December 4

The memibers of th«« Land BoarJ* a€were enterta.ined at lunch yesterday by the Ministry, at the Hutt. About fifty guests were present. The Hon. Jas. Carroll, in the course of a. speech, said that speculation in Crown lands was a great danger, which should be avoided. Those who wanted the freehold lor themselves could noit be blamed, but <a large section of those who demanded the freehold did so from a desire to obtain speculating profits. He knew of instances where a desire to speculate 'had drawn the people to the ballot-box. Before making any change those 'who were administering the lands of the colony would have to go to the people and ask if they desired a change. Personally, bethought some of the present difficulties coufld be overcome by ■making the condition of settlement less drastic.
