The "Novoe Vremya's" military critic says that the warships afc Port Arthur and Vladivostock are unable to assist the Baltic fleet, which must rely on its' own resources.
The "Novoe Vremya," in a leading article, raises the Dardanelles question, and says it is unnecessary to consult Britain. The Treaty of Paris, which does nob bind Japan, hampers Russia. The Porte might, for a consideration, waive the advantages.
Reuter states that Russia as further fortifying the Liaotisihan district.
