The Governor of Herat has reported tha'fc -there is an unusual movement among unany of the Russian troops at Penjdeh and Dala, on theMurghab borders. Tli© Ameer has ordered 20,000 reinforoemi&mts towards Herat, half from Cabul and haif from Kandahar, Garashik, and the Harargas Pass.
