It mentions the fatalities iio the fiehei-men, the damage from tthe Russian guns, and provides for an inquiry on the'iiines cabled on the 7th and 9th. Their© are instructions to report as to the degree of blame, attaching-to subjects of either or the cither nationality, and to the responsibility to be established. .
Received November 29, 9.4 a.m. LONDON, November 28. The "Timeg' and most papers consider tho North Sea Convention thoroughly satisfactory. The "Morning Post" considers it a bad precedent, destroying the deterrent effects of Britain's possible action, in cases Oiko the North Sea outrage.
