CONSTANTINOPLE, Sept. 22.
Zenovieff, Russian Minister, had a long audience witih the Suiltan, and called ttfie jlaitters kerious attiention to> affairs in Macedonia and Albania. The Sultan informed him that since sanction had been granted for the passage of four torpedo boats through the Dardanelles under a merchant flag, they now proved to be destroyers. Some Ambassadors consider that the assent was a violation of the Convention. Action is likely to ensue.
