TURKEY AND RUSSIA.

CONSTANTINOPLE. September 18. Turkey is now favourable to four Russian torpedo vessels passing the Dardanelles. Tho Czar wishes to inspect them, and promises not to interpret the sanction as aprecedent. The Sultan's, decision as regards his wish is awaited!.
