Received September 16. 11.2 p.m. CAPETOWN, September 16. When the Indemnity Act becomes operative in Cape Colony, a ifew: days hence, Sir Gordon Sprigg will advise the repeal' of martial law and the enforcement of the Peace Preservation Act, giving the colony control of importation and registration of arms and ammunition. BRUSSELS, September 16. It is stated here that Mr Chamberlain, at a private conference, showed Botlia the greatest goodwill and promised to do his utmost to increase financial aid to ruined Boers. He added that Britain's generosity was dependent upon proof of the Boers' loyalist feelings.
