A Westinghouse Brake.

The agreement between the Government and the Westinghouse Brake Company for supplying that brake to the rolling stock in the South Island provides that the work shall be done in Addineton Workshops ; that it shall be done within three years from September Ist, 1903, payments to be made in three annual instalments in January, the first not to exceed £75.000, the others not to exceed £100,000 each. The department has to find storage for the company's material, to carry it free on the lines, and to be responsible for its safe custody, but not to be liable for the results of accidents unless they are shown to have been .caused by the department. The department is to> furnish vehicles to be fitted as the company wants them, in defaul/b to allow proportionate extension of contract time in case of non-com-pletion of the work in contract time and extension, if any, from the above cause. The penalty payable by' the company is to be £5 per week for every unbraked locomotive, £2 per week for every unbraked car, and 10s per weeE for every unbraked waggon. The company is to pay its employees not less than the rate of wages fixed by the Arbitration Court from time to time under the provisions of'"The Industrial Conciliation a-nd Arifcration Act, 1900," and the amendments thereof. The company, in employing its men, except foremen and inspectors, is to employ New Zealand artisans an<J labourers, out men hitherto employed b" the company are to be included in such definition.
