Press Association—Telegraph—Copyrighl. Received September 14, 4.35 p.m. BERLIN, September 13. In concluding the manoeuvres 70,000 troops fought a brilliant engagement in the open. The Kaiser, commanding a vast body of cavalry, cleverly outranked and overwhelmed the invaders, he himself leading a furious charge. English critics consider that the infantry is splendid, and superior to the .cavalry and artillery.
