St. John Brodrick, in tht House of Commons, said that New South Wales alone had raised the question of disbursements, but that the decision to pay a commission on disbursements applied to all the colonies, and that the .Premiers had been so informed.

The Hon. A. J. Balfour explained in the House of Commons the provisions of the Procedure Bill.

Two sittings are proposed to be held daily, and the days allotted to the Supply debate are to be limited. Tlie method of division is to be simplified, as also discus-, sions relating to privilege are to be referred to a special committee. Members who are suspended for the first time are to be excluded for twenty days upon which the House sits; for a second offence for forty days, and for a third for eighty sitting days. Excluded members will only then te' re-admitted upon apologising in writing to the Speaker. Mambers disobeying after their suspension will be excluded for eighty Parliamentary days, or for the remainder of the'session. The Bill further provides that in a crisis of disorder the Speaker is entitled to suspend ' the sittings of the House. The Bill has been favourably received.
