MR CHAMBERLAIN IN EXPLANATION.
THE CHARGE AGAINST DR. KRAUSE. Prese Association—Telegraph—Copyright. LONDON, November 21. Mr Chamberlain, replying to a correspondent, states that the agitation is artiiii cial, and based on a misapprehension. No sensible German can be affronted by the citation of the univeisal policy of civilised nations circumstanced like Great Britain : over the Transvaal. Continental pro-Boers recommend that Dr. Leyds and others draft the overtures of peace, giving England an advantage. They added that the rejection of such proposals would facilitate European, intervention. Kruger is unyielding. He states that the Boers are always able to trek and secure land and independence. It was their duty to persist in their present course, as they would be certain to sweep the "rpoineks" into the sea. In order to avoid the extradition of Dr. Krause on charges of inciting to murder and treason, a warrant issued at Johannesburg has been withdrawn. Krause will now be charged in London with writing to Broeksma inciting him to murder Foister, also with treason. Bail in two sureties of £100 will be allowed. Sir Henry Campbell-Bannerman, speaking at Bath, said the differences in the party were a, healthy and wholesale diversity. He denounced filibustering by the Empire, which ia not entitled to obliterate the identity of the Boers.
