Dr. Morrison states that Ministers have signed the draft of the final protocol, ex•cluding, at Russia's instance, the decree punishing provincial officials.
The average values of trade for the years 1897, 1898 and 1899 are now chosen ns the basis of valuation for converting ad valor rem into specific duties.
The document after signature was handed to the Chinese authorities.
