LONDON, August 10.

Lord Kitchener's proclamation emphasised the accomplishment of annexation and the possession of seats of Government public offices and all railways. He announces that thirty-five thousand Boers aro cither prisoners or surrenderors living peacefully in towns or camps under British 'control. The few remaining in arms have lost almost all the guns,and munitions, and are disorganised, and are engaged 'in isolated) attacks -s>nd 'acls of plunder and destruction. They are aimlessly prolonging bloodshed and ruining the "peacefully disposed. Britain is determined to suppress all such lawlessness.

In tho House of Commons the Ministerialists regard Lord Kitchener's proclamation, if it errs at all, is leaning to the side of leniency. The pro-Boers violently attacked Chamberlain.
