GENERAL LYTTELTON TO SUCCEED

Press Association—Telegraph—Copyright LONDON, August 9. A proclamation by Lord Kitchener, dated the 7th, published to-day, notifies that 'all leaders must surrender before September 15th or be banished for life from South Africa. The maintenance of the families of the burghers who have not surrendered on that date will be recoverable from the property of tho burghers in the field. Lieut.-General Neville Lyttelton succeeds Lord Kitchener when events permit of the transfer of the chief command. It is understood that Lord Kitchener proceeds to India in January.
