A SURPRISING REQUEST.
Beceivcd March 1, 0.28 a.m. OTTAWA, February 28. English operators and employers at St. Pierre and Miquelon (New Foundland), in connection with the French cables, have been notified that they must tako the oath of allegiance to France or leave. The notification has caused much surprise since neither place is a naval or military base.
