Russia has voted six million roubles for the establishment of a coal harbour at Alexandrovsk, on the Chinese mainland, opposite the island of Saghalien. PEKIN, January 27. Hsuchung Ching, formerly Chinese Minister in Russia, and recently appointed a member of the Tsung li-Yamen, has been replaced on the Tsung li /'amen by the Direct Northern Railway Company. Hsuchung is accused of ninladministratior. Sir Claude Macdonald insists on an impartial investigation oi the case and reinstatement, if the charges aie not proved. The German Minister supports Sir Claude Macdonald. PEKIN, January 28. As the outcome of the pre sure brought to bear by Sir Claude Macdonald, the Chinese officials in the Kweihan province who were contributory to the murder of Missionary Fleming have been punished.
