A deputation consisting of medical gentlomon, 3eveul members of society, and clergymen, waited upon the Home Secretary, urging that as the punishment of drunkards had failed to remove the drink evil, legislation should he enacted for the compulsory detention of drunkards until they recover from the craving. Mr Asquith replied that a Bill dealing with the question was in couise of preparation. He deprecated compulsory detention except in the ca?o of habitual inebriates. In the House of Commons, Mr Edward Gourley, member for Sunderland, asked a question as to the soundness of the de fences of GibiaUur, and declared that they were not equal to those of Toxilon. Mr Campbell- Bannerman, Secretary of State for the War Department, declined to answer the question, explaining that to publish matter in connection with the defences would cause public mischief, The London police deny the discovery of dynamito in Schneider's house, and also that he bus been arrett3ii. About 100,000 miners in Sootland nro locked out. Sir Wilfrid Lawson and other members of the House of Commons demand that the Local Veto Bill shall extend over the entire Kingdom. Webster have been created Knights Grand Cross of the Order of the Bath, for services in connection within the JUehring Sea Commission. News has been received that a diamond weighing 140 carats has been found at Jagersfontoin, South Africa. Hong Kong, December 6. The Chinese Government oxpresses satisfaction with the agreement between Hr Mortimoc Durand, British Commissioner, and the Ameer of Afghanistan, respecting the Oxus frontier.
