UNLESS ONE OR OTHER BACKS DOWN BOTH COUNTRIES PREPARING FOR WORST. OPINION IN WASHINGTON. WASHINGTON, November 17. A London message says the Washington correspondent of Reuters reports that the talks opened in an atmosphere strained by the latest speech by the Japanese Prime Minister, General Tojo, which has created a most unfavourable impression in Washington. The general view, he says, is that both countries are preparing for the worst, and that unless one side or the other backs, down a crash must come: There is no evidence, he adds, that America will be that side. It was announced that Mr Roosevelt has again postponed his trip to Warm Springs, Georgia, 'scheduled for Wednesday. . . TOGO’S NONSENSE TERSE AMERICAN .REPLY. USE OF BRITISH BASES. (Received This Day, 9.30 a.m.) NEW YORK, November 18. The “New York Times” says: “After a substantial discount has been, made for the fact that the Japanese Premier, General Tojo, spoke for home consumption, to a war-weary and disillusioned people, it is impossible to escape the conclusion that the Japanese terms are nonsense. No Japanese Premier can possibly expect the United States to reverse its traditional policy of the past and make its policy for the future at the behest of Nippon.” The “New York Times” asserts that America has asked Britain to accept the principle that America may use any British naval bases necessary for her security and that Britain has agreed.
