A Soviet plane from Kuibyshev, carrying M. Litvinov, M. Steinhardt and Sir Walter Monckton is overdue at Teheran, but may have made unscheduled stops on account of bad weather. The plane made a muddy takeeff at Kuibyshev. A representative of the Iranian Foreign Office waited vainly during the afternoon of November 11 at the airport at Teheran. A British Overseas Airways machine in which a seat was reserved for M. Litvinov left for Cairo in the morning without him.t M. Litvinov is flying to Egypt to confer with General Sir A. Wavell.
