LIMITED DIVERSION TO RUSSIA FROM THE MIDDLE EAST SUGGESTED IN UNITED STATES. IF GREAT BRITAIN AGREES. (Received This Day, 12.40 p.m.) WASHINGTON, June 25. Mr Sumner Welles (Assistant Secretary of State) announced that President Roosevelt does not intend to issue a neutrality proclamation in connection with the Russian-German war. American ships will therefore be permitted to carry arms to Vladivostok. According to well-informed circles, the United States is willing, if Britain agrees, to divert to Russia some supplies intended for the British forces in the Middle East. Mr Harriman, who is supervising the arrival of American ships in the Red Sea, has been asked to investigate possibilities of transit through Iran. It is felt that the quantities of such supplies could not be extensive. The Associated Press of America says that enormous supplies of American war equipment-are being sent through the Red Sea for the Allied armies in the Middle East. Large consignments have also gone to China, via Rangoon. One United States shipping company reports that large parts of its fleet of 32 ships have been used to carry war supplies. Another company says three of its ships are en route to the Red Sea and three more are ready to go.
