SAID TO HAVE BEEN SENT TO BERLIN EXPLANATION SOUGHT FROM GERMANY. INTENTIONS IN BALKANS. (By Telegraph—Press Association—Copyright) BUCHAREST, October 19. The Soviet recently sent two Notes to • Berlin about the moves in the Balkans. The first is reported to have reminded Germany that south-east Europe was recognised as a German economic but not political hinterland. Germany replied that she was obliged to take certain military measures to guarantee the fulfilment of south-eastern Europe’s economic obligations to the Reich, because Britain was apparently preparing to attack those regions. The second Note asked what was the real purpose of the German military penetration and whether Germany was aware that certain Rumanian and Hungarian elements considered that being Germany’s allies was to be anti-Soviet. Germany replied that her mission, was aimed at creating a defensive and not an offensive organisation in Rumania.
