OBSERVATIONS BY GENERAL ITAGAKI REGARDED AS CONCILIATORY APPROACH. DESIRE FOR SETTLEMENT. By Telegraph—Press Association—Copyright. (Received This Dav. 11.25 a.m.) MONTREAL. April 29. General Itagaki, former Japanese War Minister and now Chief of Staff ;ii China, said the conflict in that country had been caused partly oy Japan’s boastful insults to China and worship of things Occidental, and Chinese dependence cn Europe and the United States, says the Associated Press of America, quoting the Tokio Domei News Agency. General Itagaki accused Britain and Russia of fomenting anti-Japanesc feeling. He claimed that one of the Army’s objectives was to destroy the illusion that the anti-Japanese Chinese regime iiad been instigated by Britain, France, Russia and the United States. "Armed peace may be expected in Europe shortly.” General Itagaki observed, "when Japan should expect interference by Third powers seeking something that cannot bo found in Europe.’’ This is considered to be the most conciliatory appeal yet made by the Japanese Army to settle the SinoJapanese difference .in Pan-Asian movement, combat Communism and cud Britain’s "monopolistic position in East Asia.”
