SUPPOSED ABANDONMENT GF BUFFER STATE.

The Berlin correspondent of the “New York Times” says neutral diplomatic circles assume that cooperation between Russia and Germany will be further accelerated this week. It is understood that the geographic and political liquidation of Poland is being undertaken immediately. Warsaw’s fate is not indicated, but it is inferred that it may be included in a quasi-protectorate or given to the Soviet. There is no doubt that Russia and Germany are completely agreed that the Polish problem can be solved entirely between them. The final settlement will constitute a notification to Britain that Europe is no longer “a playground for her diplomacy.” The Moscow correspondent of the "New York Times” says the distribu j tion of a revolutionary leaflet in the Ukraine and White Russian areas of Poland has surprised circles which believed that the Soviet had abandoned the spreading of revolutionary principles and was pursuing a purely Napoleonic policy as the genuine allies of Germany. Should the Red army pursue similar revolutionary tactics in the purely Polish areas being taken over from the Germans it would finally dispose of the theory that Russia agreed to a buffer Polish State, which would demand that the purely Polish territory , now occupied by Russia be added to that occupied by the Germans. It is difficult to imagine Germany allowing a revolutionary Soviet system to be established in German-occupied territory. A buffer state, therefore, seems excluded. It is more likely that the Soviet will carry propaganda to the agreed frontier from where it will inevitably percolate through the German areas. The Soviet apparently anticipated that the buffer state would have a Fascist character and refused to agree to it. RUSSIAN POLICY ASSURANCE TO BRITAIN REPORTED. LONDON, September 26. The Rome Radio today announced that the Soviet Ambassador in London, M Maisky, assured the British Foreign Secretary, Lord Halifax, on Saturday, that Russia did not intend closer association with Germany and would adhere to a policy of neutrality. WARSAW RADIO SILENT FOR FIRST TIME SINCE WAR BEGAN. CITY REPORTED IN FLAMES. LONDON, September 26. For the first time since the war began Warsaw radio stations were silent last night, says the “Daily Mail.” They were apparently put out of action by the heavy German shelling and bombing. The city is reported to be in flames. RUSSIANS IN POLAND POLITICAL PROPAGANDA. MOSCOW, September 26. Telephones to "bourgeois homes” in Russian Poland have been disconnected. The Russians are pushing on with the general reorganisation of farms and agriculture. Tens of thousands of copies of Stalin’s “History of the Communist Party” are being distributed to peasants, workers and schoolchildren. The Soviet troops generally are disinclined to fight when they approach the Poles, who, also, seldom offer combat. The entire Russian-Rumanian frontier has been closed as a precautionary measure. CAPTURE OF SUBURB REPORTED BY GERMANS. (Received This Day, 11 a.m.) BERLIN, September 26. An official wireless message says Warsaw’s southern suburb of Mokotov has been captured. RUSSIANS DEPART. UNDER SAFE CONDUCT. (Received This Day, 11 a.m.) * MOSCOW, September 26. Sixty-two Russians from the Soviet Embassy, consisting of Consular and trade representatives, left Warsaw under a safe conduct to the German lines outside the city, in the course of a three-hour truce.
