MEETING OF PARLIAMENT LORD TWEEDSMUIR’S SPEECH. ASSURANCE OF CO-OPERATION WITH BRITAIN. By Telegraph—Press Association—Copyright. (Received This Day, noon). OTTAWA, September 7. An emergency session of Parliament was opened and adjourned un-til,-tomorrow, withouttaKing action. The Governor-General, Lord Tweedsmuir, in the Speech from the Throne, said that Britain, honouring pledges she had given as a means of avoiding hostilities, had become engaged in war with Germany. Parliament, he continued, had been summoned to give the Government authority for measures necessary for the defence of Canada and “for cooperation in the determined effort which is'being made to resist further aggression and prevent an appeal to force instead of a pacific means of settlement of international disputes. I need not speak of the extreme gravity of the hour. There can have been few, if any, more critical in the history of the world. My Ministers are convinced that Canada is prepared to make a united national effort to defend to the utmost the liberties and institutions which are our common heritage.” Lord Tweedsmuir did not disclose details of co-operation with Britain. The Prime Minister’s declaration on the subject can be expected tomorrow. A White Paper was tabled, similar to that presented in the British House of Commons, and in addition the Prime Minister's peace appeal to Poland, Germany, and Italy, and the British Note and ultimatum to Germany and the German reply.
