PROHIBITION OF TRADE WITH GERMANY EXPORT OF GOODS STOPPED. MINISTER’S WIDE POWERS. (By Telegraph—Press Association.) WELLINGTON, This Day. The Enemy Trading Regulations issued by special authority early yesterday morning were explained by the Minister of Industries and Commerce, Mr. Sullivan. He said that the regulations aim at. the control of all trading and business dealings with the enemy. They prohibit such trading and make it an offence. The regulations provide the necessary authority to enable investigation of trading transactions to be made if there is reasonable ground for suspecting that an offence under the regulations has been or is about to be committed. The regulations also empower the Minister of Customs to prohibit the export of any goods if there is any reason to suspect that the consignee of any goods for export to any place not within the British Dominions or mandated territories, or that any person for whom such goods are designed, is an enemy trader or a person engaged in any business undertaking or communications injurious to the interests of his Majesty in respect to the war. ALIENS TO REGISTER. NECESSARY WITHIN 14 DAYS. Provision for the registration and identification of all aliens now in New Zealand or arriving in New Zealand is contained in the Alien Control Emergency Regulations, which were issued early yesterday morning. All aliens must, within 14 days, apply at the nearest police station for registration and must supply fingerprints or other means of identification as may be required. All changes of name or of residence must immediately be notified. Powers are given for the arrest of aliens where it is deemed necessary. The employment of aliens or naturalised British subjects in loading or unloading a ship or on work on wharves or about ships is forbidden. This does not apply to persons who arrive by ship from overseas. CHANGES OF NAME EMERGENCY PROVISIONS ANNOUNCED. Under the Change of Name Emergency Regulations, which have been gazetted, no person shall, without the prior consent of the Minister of Internal Affairs, change his name. Exceptions are made in the following cases: The change of name of any woman on matrimony; any new surname authorised by Royal licence; the new name given to a child on adoption; change of name on entry into a religious order; a new Christian name upon confirmation. AIRCRAFT POWER TO REQUISITION. Authority for the requisitioning of aircraft is contained in the Aviation Emergency Regulations issued early yesterday morning. Any aerodrome, aircraft, equipment, machinery, plant and other material may be requisitioned, purchased, leased or taken possession of for the use of the defence services. Provision is made for the payment of compensation to persons affected by the exercise of these powers. The taking of photographs from aircraft, and the installation or carriage of any' photographic camera in aircraft, is prohibited without the consent of the Air Board. DETENTION OF SHIPS \ NO GERMAN VESSELS IN NEW ■ ZEALAND The detention of all vessels which it may be found necessary to detain is provided for in regulations issued early yesterday morning It was announced that no German ships are at present on the New Zealand coast. P. & T. REGULATIONS CORRESPONDENCE WITH GERMANY PROHIBITED. The acceptance and transmission of telegrams, in plain language or otherwise, addressed to Germany is discontinued. The acceptance by telephone of cablegrams and radio-telegrams from telephone exchange subscribers is discontinued. In respect of cablegrams and radiotelegrams, the supplementary services “PC” and "PCP” (telegraphic or postal acknowledgment of receipt) are temporarily suspended. Paid service messages inquiring about delivery are not allowed.
