Among the findings of the Royal Commission which inquired into rival tenders for remodelling the Sydney General Post Office was that the instructions that a contract was not to be signed, which were issued by Cabinet did not reach the Works Director in Sydney, Mr Orwin, until after he had signed a contract. The Commonwealth Director-General of Works, Mr Mehaffey, the commission states, fad ed in his duty in not giving proper instructions that a contract was not to be signed, but there was m; suspicion of bribery or dishonesty eff ary scr; among Commonwealth Minister./ ci Departmental officers in the acceptance of a tender.
